Bridges to Health
There is clear evidence that children in foster care suffer severe emotional, developmental and health disabilities at higher rates than the general population. A significant number of these children could be eligible for the federal Home and Community-Based Services (HCBS) program.
The Office of Children and Family Services (OCFS) and the state Department of Health received Medicaid waivers for three types of young people under the care and custody of local social service districts (ACS) and the State. These are children with:
- Serious Emotional Disturbances
- Developmental Disabilities
- Medical Fragility
At present there are 3,305 slots for children who fall under one or more of these categories and the program makes funding available at significantly enriched rates. The intent of the program is to provide enriched services for children who otherwise might have had to placed in residential programs.
